New Citizenship Restrictions in Effect
As of June 8, 2025, H.R.H. Prince Alvar I has implemented new restrictions on citizenship eligibility to preserve Ruhnu's unique cultural heritage. Citizenship is now limited to three specific categories as outlined below.

Under the new citizenship policy, applications are only accepted from individuals who meet one of the following criteria:
Local Residents
Individuals currently residing on Ruhnu Island who can demonstrate a commitment to the principality's cultural values and community development.

- • Demonstrated community involvement
- • Commitment to cultural preservation
Qualified Investors
Individuals who make substantial financial investments in Ruhnu's infrastructure, environmental conservation, or cultural preservation projects.
- • Minimum investment threshold
- • Government-approved projects
- • Long-term commitment required
Regional Connections
Individuals born within 160 kilometers of Ruhnu Island who can demonstrate cultural or familial ties to the Baltic region.

Important Information
Processing Time
Due to the new eligibility requirements, all applications will undergo enhanced review. Processing time is expected to be 4-6 weeks from submission.
Required Documentation
Depending on your eligibility category, you may need to provide:
- Birth certificate or proof of birth location
- Proof of current residence (for local residents)
- Investment documentation and government approval (for investors)
- Evidence of cultural or familial ties to the Baltic region
- Valid identification documents
Appeal Process
If your application is denied, you may appeal the decision within 30 days by contacting the Ministry of Interior with additional supporting documentation.
