Toomas Rebane of the Baltic Unity Movement has been elected as the first Prime Minister of the Principality of Ruhnu, winning 56.1% of the vote in the micronation's inaugural democratic election held on June 21, 2025.

The historic election saw strong participation from Ruhnu's citizens and residents, with 57 total votes cast in the online election. Rebane secured 32 votes, defeating his opponent Maris Kask of the Ruhnu Progress Party, who received 25 votes (43.9%).

"I am deeply honored to serve as the first Prime Minister of the Principality of Ruhnu," Rebane said in his victory speech delivered virtually to supporters. "This historic moment represents not just a personal achievement, but a milestone in our micronation's democratic development."

A Platform of Baltic Unity

Rebane's campaign focused on strengthening ties with Baltic neighbors while preserving Ruhnu's unique cultural identity. His platform, centered on the theme "Unity in Diversity," resonated with voters who sought both regional cooperation and cultural preservation.

"The people of Ruhnu have chosen a path that honors our unique heritage while building bridges with our Baltic neighbors," Rebane stated. "We will work tirelessly to strengthen the bonds that connect us to Estonia, Latvia, and the broader Baltic community."

Background and Experience

The new Prime Minister brings extensive experience in diplomacy and community organization to his role. As a former diplomat, Rebane has deep knowledge of Baltic politics and international relations, skills that will be valuable as Ruhnu seeks to establish its place within the micronational community.

His background in community organizing has also prepared him for the collaborative approach required in Ruhnu's semi-constitutional monarchy, where he will work closely with H.R.H. Prince Alvar I to implement government policies and cultural initiatives.

Election Process and Democratic Milestone

The election marked a significant milestone for the Principality of Ruhnu, which was established as a micronation just over a month ago on May 15, 2025. The democratic process demonstrated the micronation's commitment to participatory governance within its constitutional framework.

The campaign period, which ran from June 11-20, featured respectful debate between the candidates on issues including environmental conservation, cultural preservation, and regional cooperation. Both candidates emphasized their commitment to working within Ruhnu's unique governmental structure.

Gracious Concession and Unity

Maris Kask, who campaigned on a platform of environmental conservation and sustainable development, graciously conceded the election and pledged to work with the new government. "While I am disappointed in the result, I congratulate Prime Minister Rebane on his victory and look forward to contributing to Ruhnu's development in whatever capacity I can," Kask stated.

Rebane acknowledged his opponent's contributions during his victory speech: "I want to thank my opponent, Maris Kask, for a spirited and respectful campaign that demonstrated the strength of our democratic institutions. Her ideas about environmental conservation and cultural preservation will continue to inform our government's policies."

Royal Appointment and Next Steps

Following the election results, H.R.H. Prince Alvar I formally appointed Toomas Rebane as Prime Minister in accordance with Ruhnu's constitutional procedures. The appointment ceremony was conducted virtually, reflecting the micronation's modern approach to governance.

Prime Minister Rebane will now begin the process of forming his Cabinet and implementing the policy agenda outlined during his campaign. His first priorities include establishing formal cultural exchange programs with Baltic institutions and developing sustainable tourism initiatives that showcase Ruhnu's heritage.

International Recognition

The successful completion of Ruhnu's first democratic election has drawn positive attention from the international micronational community. Several established micronations have congratulated Ruhnu on achieving this democratic milestone and expressed interest in future cooperation.
